feat(httputil)!: promote to v1.0.0 — bump xerrors and valid to v1, stabilize API

API committed as stable: Handle, HandleNoBody, HandleEmpty, HandlerFunc,
JSON, NoContent, and Error are unchanged from v0.10.0.
